Hyderabad Slips in Janaagraha City Rankings

Vizag found wanting in speed of implementation

For a city that is apparently at the centre of attraction Hyderabad has surprisingly slipped in ranking by three places in the latest Janaagraha city survey for governance performance in 2017.

The findings of the survey released on Wednesday show that even though the city improved its score by 0.4 points at 4.3, Hyderabad however slipped from the previous 5^th to 8^th. This was more due to better performance by other cities on governance and other parameters.

A better showing on per-capita expenditure and communication outreach on schemes and services helped Hyderabad in improving its score

The factors that favoured Hyderabad include improvement in per-capita capital expenditure, on average in the last three years (Rs.1800), putting out detailed information on schemes and services and audited annual financial statements. It has also undertaken AMRUT reforms such as appointment of internal auditor, credit rating and publishing e-newsletters.

However, cities such as Bhubaneswar and Surat have paced faster on aspects such as availability of municipal staffing data, internal audit report, releasing an Action Taken Report on the State Finance Commission’s recommendation etc. which resulted in them moving ahead of Hyderabad, Janaagraha said in a release.

The performance of two new cities, that were added to the survey this year, Guwahati from Assam and Visakhapatnam from Andhra Pradesh, was also disappointing with scores of 3.8 and 3.4 respectively. Significant delay in conduct of council elections in Visakhapatnam and Chennai pulled down the scores in these cities because this also have a cascading effect on aspects such as formation of ward committees, gender representation in the council etc.
