An Appeal to the Conscience of the Indian Citizens

Dr. Rao V.B.J. Chelikani

Today, the states and their governments are playing havoc in the world, bringing it to the brink of a nuclear explosion in chain, which would threaten the very existence of the human species from the planet. Even without waiting for the day of total destruction, every day, the states are attacking other states causing immense human suffering and destruction as we see in Ukraine, Gaza, Syria, Myanmar, Sudan, etc. It is not for the people implicated but for the grandeur of the states and its operators. More and more sophisticated and killing machines are being invented, produced and traded. India is one of the biggest importers of arms and proudly claims that it exports arms to more than one hundred countries. Though it will not happen, many states want to become a super-state and control all states so that there will be no more wars. In this context, we appeal to the Indian foreign policy-makers, to stop bi-lateral state-to-state negotiations and forming Groups and blocs to solve the pending conflicts; and rely ultimately upon the United Nations and its various Agencies and empower them so that they can intervene more effectively to establish Peace in the world. There are judicial bodies we should appeal to and commit ourselves to respect their judgements. India has been, anyway, contributing annually its people's money for the maintenance of these bodies.

The United Nations through Chapter VI of its Charter is committed to the peaceful settlement of all disputes that arise anywhere in the world; and Chapter VII of the same Charter prescribes the use of armed forces with the authorisation of the Security Council in cases of aggression and breaches of peace threatening international stability and security. Chapter VII further exhorts member states to make available such military or police forces required to re-establish peace. It further expects the Security Council to make robust „regional arrangements‟ to make and keep peace in the region. More than one hundred thousand UN Military and Police forces are peace-keeping as Blue Helmets and some are feeding and protecting refugees on the ground in many parts of the world. They have already done commendable job in Cambodia, Mozambique, Sierra Leone, Angola, Timor Leste, Liberia and Kosovo, etc.

India should and can very well persuade the 11 members of the Security Council, including the five veto-abusing states to take decisions responsibly and by consensus in the interests of the welfare of the entire mankind. India can and should mobilise all the members of the UN General Assembly to persuade the Security Council accordingly.
