About the author

A quiet crusader for socio-economic democracy, Rao VBJ Chelikani has worked for over two decades to shape micro-urban communities into what is now coming to be accepted as the fourth tier of self-governance. His long association with the UNESCO, Paris for well over three decades exposed him to the social and cultural realities of the world. A double doctorate, in French Constitutional Law from Sorbonne University, Paris and in International Relations and Diplomacy from the American Graduate School of International Relations and Diplomacy, Paris, Rao Chelikani has published several authoritative tomes on governance and culture, which have been widely accepted, translated and appreciated. He also has a collection of poems in English to his credit.
