Centre Firm on June 30 Deadline for States to Amend Dilutions in RERA Rules

RERA has been enacted to clean the mess in unregulated construction sector for decades, Union Minister stresses at first meeting of Central Advisory Council

The Central Government has reportedly set June 30 as the deadline for states to amend “dilutions” in the notified rules to bring all incomplete projects within the ambit of the Real Estate Regulation Law (RERA).

This apart June 30 has also been set as the deadline for establishing permanent regulators, start websites and tribunals as prescribed in the law, the Union Housing and Urban Affairs Minister Hardeep Sing Puri is reported to have said at the first meeting of the Central Advisory Council (CAC), in New Delhi on Monday (May 14).

“Had a very useful & productive first meeting of RERA Advisory Committee with all stakeholders today. Let me make it clear, #RERA has been enacted to clean the mess accumulated in the unregulated construction sector for decades. This is also an important requirement for builders who play by the rules”, the Minister said in a Tweet after the meeting.

The meeting was attended by representatives of the National Housing Bank (NHB), State Regulators, Hudco; builders’ groups such as Naredco and Credai; workers’ organisations and civil society representatives. Apart from this first meeting there would be three regional consultations and follow ups, the Minister said adding several important decisions were taken which will be recorded and place in the public domain to eliminate any doubt.

From civil society organisations, Mr Abhay Upadhyay & Lt General Satish Bahri - Fight for RERA & Sridhar Pabbisetty from Namma Bengaluru Foundation participated in the meeting.

The central government set up a Central Advisory Council (CAC) to advise on matters concerning the implementation of the RERA Act, 2016 with the Minister of State for Housing and Urban Affairs as the Chairperson of the council that will comprise of total 30 members.

The Council will have eight other members from the central government including the Niti Aayog CEO, Secretaries of Ministry of Housing and Urban Affairs, Department of Revenue, Economic Affairs, Department of Industrial Policy and Promotion and Ministry of Corporate Affairs, showed a gazette notification from the Ministry of Housing and Urban Affairs.

Chairpersons of Maharashtra, Gujarat, Madhya Pradesh, Assam and Karnataka RERA have also been included in this committee while the president of Forum for People’s Collective Efforts and the Federation of Apartment Owners’ Association’s Chairman will represent To represent homebuyers on the Council. The council will also have representative of real estate brokers and construction workers.

The chairperson of the council will have the power to co-opt any individual or organization as a technical representative to participate in the meeting of the Council.
