With Union Minister for Housing and Urban Affairs Shri Hardeep Singh Puri kicking off the World’s largest cleanliness survey - the Swachh Survekshan 2019 on Friday, the die is cast for all actors in the exercise to play their part.The United Federation of RWAs (UFERWAS), body of over 3000 Resident Welfare Associations from Greater Hyderabad area, has accordingly upped the ante this year seeking to increase participation by collaborating with government agencies and encouraging more people than last year.
Over the nearly one moth (January 4 to January 31), Swachh Survekshan 2019, will cover 4237 cities and 62 cantonment boards impacting over 400 million citizens making it the largest such exercise in the world.
The Swachh Survekshan exercise was started in 2016 to inculcate a spirit of healthy competition among cities towards a clean India and to measure effectiveness of programmes under the Swachh Bharat Mission.
The urban local bodies (ULB) and citizen bodies in the cities where it is being rolled out will be measured across various behavioural and quantitative parameters.
The survey will carry a total of 5000 marks, up from the 4000 marks last year with data being collected from four sources - Service Level Progress, Direct Observation, Citizen Feedback & Certification. Performance of Swachhata App will also be evaluated under Citizens’ Feedback.

Cities in the Swachh Survekshan 2019 will be scored on 5000 marks instead of 4000 like last year[/caption]And in a departure from the previous editions the Survey this time round will be using a completely digital MIS integrating with the government’s digital India initiative.
Taking the initiative much ahead of the launch, the Secretary Municipal Administration and Urban Development (MA&UD), Government of Telangana Mr Arvind Kumar, had kicked off preparations in the middle of December itself for the massive survey at a meeting with all senior functionaries of civic departments.
GHMC Commissioner Mr Dana Kishore, HMDA Commissioner, Dr B Janardhan Reddy, other officials from HMWSSB, HRDC & HMRL, all GHMC ZCs, DCs, AMOHs, had participated in the meeting where Mr Kumar asked all institutions and their staff to rise to occasion in collaboration with RWAs and other institutions.
In an earlier meeting that GHMC Commissioner Mr Dana Kishore had held with RWAs in the Hyderabad the senior governmnt official stressed on citizen engagement and participation in the Survey to provide their feedback. Towards this he invited the RWAs to encourage residents to collaborate actively.
In the Swachh Survekshan 2018 while Hyderabad was adjudged the Best city in Solid Waste Management among cities with population over 10 lakhs, the Greater Hyderabad area however had stood 27th at the National level and Telangana ranked 7th among all cities in the overall States Rankings.
Clearly the attempt is to improve way above this record in the current round of the Survey given the various initiatives that the state administration, and particularly civic bodies in Hyderabad have take up over the last one year.
